With the purchase of tobacco harvest in 2011, the primary producers are agreed with 8 registered processors-purchasers of raw tobacco. These processors-purchasers are registered in the registry for purchasers of tobacco. For harvest 2011 purchasers have signed a total number of agreements with 33 234 manufacturers of tobacco with total area of about 15 677 ha.

According to the agreements for production and purchase of raw tobacco are regulated terms and prices of tobacco by types and classes. In addition under the agreements, purchasers shall provide free seeds material to ensure protection of tobacco seedlings and cultivated in the field tobacco from diseases and pests, the method of advance payment and its amount, which cannot be lower than 15% of the average purchase price achieved in the previous year, and the method and terms of payment of purchased tobacco.

The official purchase of raw tobacco harvest in 2011 started on 21 November, and under the Law on tobacco and tobacco products, purchasers are required with purchasing to begin no later than 15 December 2011.
